The 8th Dzongkhag Tshogdu session commenced on 14 August 2025, chaired by the Thrizin and attended by members of the DT, representatives from the Dzongkhag Administration, Rabdey, and relevant regional offices. The Member of Parliament for Khamoed-Lunana constituency and the Member of the National Council were also in attendance.
The session reviewed nine agendas carried forward from the previous DT session and deliberated on twelve new agendas. A key highlight of the meeting was the discussion on the budget for the financial year 2025–2026.
The Dzongkhag received a total budget outlay of Nu 238.54million comprising:
• Capital budget: Nu. 84.922m
• Recurrent budget: Nu. 37.00m
• External support budget: Nu. 96.118m
• Spill Over Nu. 20.5m
In the first term, the four gewogs received a grant of Nu. 125.993 million, which accounted for 70% of the total outlay allocated to them. The members unanimously resolved to prioritize funding for the restoration of infrastructure damaged by the recent disaster, which had imposed significant financial costs on the Government. The house further decided that any uncovered disaster-related costs would be submitted to the relevant agencies for supplementary financial support, with the aim of restoring public services to normalcy. A prolonged discussion was held on road infrastructure that poses substantial risks to commuters and residents living along the affected routes. The DT Thrizin directed the immediate restoration of roads and public amenities to ensure safety and the uninterrupted delivery of public services. Gasa experienced frequent disasters from June, with a major event in July causing damages estimated at Nu. 8.3 million.
Other deliberations included:
• Clarification of census records for residents within the Dzongkhag town.
• Commencement of construction works for the new town.
• Operation of the automobile workshop to ensure uninterrupted public services.
• Expansion of ECCD services.
• Deployment of a waste management vehicle in Khamoed Gewog.
• Reinstatement of the Takin Festival.
• Matters related to dholam and entitlement of DSA for LG members within the Gewog.
• Proposal for establishing a branch office of the Department of Geology and Mines.
The 8th DT session ended on a warm note with prayers and Zhabten for our beloved King, seeking his continuous blessings for the successful implementation of the plans and programs in the district.
